Bu çalışmada, 2007-2018 dönemi için Türkiye’de maliye politikalarının sürdürülebilirliği kamu borç stoku ve faiz dışı bütçe dengesi değişkenleri kapsamında analiz edilmiştir. Bu doğrultuda, söz konusu değişkenler ara- sındaki eşbütünleşme ilişkisi sınır testi yaklaşımıyla araştırılarak dönemlerarası bütçe kısıtının geçerliliği sınan- mıştır. Elde edilen sonuçlar, çalışmanın hipotezini desteklemekte ve incelenen dönemde mali sürdürülebilirlik koşulunun sağlandığını göstermektedir. Ayrıca, uzun dönem tahmin sonuçları; faiz dışı bütçe fazlalarının kamu borcunu zamanla azaltacağını, yani mevcut politikalarla kamu borcunun ve bütçe açıklarının sürdürülebilir ol- duğunu ortaya koymaktadır.
In this study, sustainability of fiscal policy in Turkey for the period 2007-2018 were analyzed within the scope of public debt stock and primary budget balance. In this context, the cointegration relationship between these variables was investigated with the Bounds Test Approach and the validity of the intertemporal budget constraint was tested. The results obtained support the hypothesis of the study and show that the condition of fiscal sustainability is achieved in the period examined. Moreover, long-term forecast results reveal that the pri- mary budget surpluses will reduce the public debt over time, meaning that public debt and budget deficit are sustainable through current policies.
